I install a few OpenCarts daily. And I don't see how you could remove any step, unless you're doing digital downloads, and don't need shipping methods.

Step 1: Checkout Options
Step 2: Account & Billing Details
Step 3: Delivery Details
Step 4: Delivery Method
Step 5: Payment Method
Step 6: Confirm Order

The good thing is the checkout is Ajax-based and usually only takes a few minutes to complete. But, I'm sure you could find a module that could modified some steps on the checkout. It all just depends on what you want to ultimately accomplish.
