I am currently using EZ Web Services WHMEasyBackup.

It's a great solution.

I would eventually like to build a backup system with a control panel, using WHMEB as the platform, that I could then sell access to the service to clients on small shared accounts. There is more I would like to do with however I wish to not go any further.

We use cpremote backup and don't have any issues with it. the software is easy to use for the customers and integrates nicely with cpanel.
