I am looking for delicated server here is some ideas for specifications i need:

not that strong dual core CPU
1-2 GB of ram
160gb or more hard drive
10 megabit umetered bandwidth
or 3000-4000 gigabytes 100 mega metered.

Need to have good ping to European counters. around 80 ms is maximum.

Also what i need is fooling, I own windows server licence ( both for 2003 and 2008 server) so I need a company that will allow me to use that windows( any of those) and dont pay monthly for licence.
monthly budges is 50-60 euro. Also no or small setup fee is a big plus.

I think you'd almost be looking at one of the CoLo providers in Europe and see if they have extra equipment. I'm not too familiar with places that allow you to put on your own windows copy - I know that you can get a barebones system and load on any OS that you want, but if I remember right, the Windows Server pretty much requires access to a keyboard etc. So you'd need to have KVM access at a minimum and then either a method to install the software via the web or if the host will allow you to send them a CD and they would just put the CD in the drive for bootup etc.

I've not heard of any hosts allowing this sort of setup however
