I'm looking for a host who can accept moneybookers as payment for their services on the signup page and not have me go through some torture to pay them via this method

My needs are as follows
php (with imap, gdp and MySql support in php)
server side includes
SSL page that i can customise to be something like https://secure.myname.com or https://securesounding.yourname.com/myshop
either OsCommerce preloaded or allow me to upload myself
possiblilty of going for a reseller account either now or at a later time
MySQL(naturally of course )
mod gzip enabled in apache (or whatever your http daemon is)
space min. of about 150megs
bandwith. unsure but thinking minimum of about 5
webmail would be nice if its imp and i can customise it (even if its in my own space, if not allow my upoad of customised imp service)
perl not needed and preferable be banned from use on my a/cto enhance my security (sorry all you perlmongers..)
domain name (.com) to be included in yearly price
no more than 60 euro per annum. (if at all possible without being silly)
if i can pay monthly, even better as long as setup charge is less than 10 euro!
