Here's the scenario. Person A found Person B on a chat forum. Person B does technical work, setting up websites, which they advertise on said chat forum. Person A hires, and pays upfront, person B for that purpose. Person B doesn't deliver the goods as promised. Person B also gets banned from said chat forum for different reasons.

What are the chances of person A, now disputing that payment which was made via Paypal, actually getting reimbursed?

If you paid for "Good/Services" and didn't receive them I would say that you stand a good chance with PayPal, as they tend to side with the customer rather than the supplier.

If the work wasn't done, and you paid with either PayPal or Credit Card (easier with a card), then you shouldn't have any problem getting a refund.

Dispute the payment, give it a few days for contact from Person B, and then at that point, escalate the issue to PayPal themselves and they'll review and refund at that point.

This type of thing happens much more than you might imagine.

As ughosting said, if it was sent as goods then you have a chance, but a gift, then no chance.

HOWEVER if Person B decides to use their brain, they can screw you easily... They are providing intangible services / items and this is not covered with paypal, so paypal will most likely cancel the dispute.

How is a website intangible? Or more precisely, how is making one intangible? It's the web, and as such, you can't get more real than a web site considering they are what makes the web what it is.

From my experience, PayPal has been very good at resolving disputes, even for intangible items. Good luck for Person A in getting their refund.

You have a very good chance if you paid via the Goods/Services options. If you sent it as a gift I don't think you can dispute the money. Good luck to Person A!
