Domain Kiting : When will ICANN plug it?

Domain kiting has been a big loop hole in ICANN policies. ICANN is aware of it but has done nothing or may i say can do nothing.

For those who don't know abt. Domain Kiting, refer to http://en.wikipedia.org/wiki/Kiting

Do you see ICANN pluging it any time? Is there a solution to kiting?
 
AFAIK, ICANN collects a $0.22 fee for certain domain name registrations. It's really only a loss to the registrants who have a "legitimate" need for the domain names.
 
See it like this.

Kitter registers domain, ICANN gets 25 cents. Before 4 th day, kitter cancels domain and gets refund. ICANN refunds 25cents for domain. Kitter again registers domain. ICANN gets 25 cents again. This goes on entire yr. So, even after yr. ICANN is refunding 25 cents and also domain is blocked for people with genuine interest.

Its loss to both registrants and ICANN.
 
From the process, many domains ARE registered, so ICANN collects its fee on a per registration basis and from the fees registrars pay ICANN yearly.
