I noticed at the bottom of the forums it says copyright newedge services- is this forum owned by the people who own ClientExec and PublishExec?

Yes it is -- The forum is owned by NEWEDGE Services, Inc. NEWEDGE also owns ClientExec, PublishExec, TalkPHP, and some other forums that I'm sure Alberto can come along and share.
