You have to setup a hypervisor, do some research on existing technology and make your choice.

If you feel more at ease with linux try xen and if you're more windows type try hyperv.

Tell us something about your server first. What operating system are you using? What control panel?

It depends on how you are planning to use that VPS. Are you trying to sell VPS's as a service ? or do you just want to create VPS's for your own use.

If it's just for your own Use you can have a look at OpenVZ, If it isn't for personal use then you can check out SolusVM / Virtualizor

You need to research on Virtualization techniques and there are various one but the most easy ones might be Openvz and Xen ones and it is advised you get hold of a good server admin to get this done else you may end up in issues. Can you tell us more about your server specs etc as some servers don't support virtualisation.
