There's a number of things on the blind side of things such as text to speach recognizers. There's a number of programs on the market that will read the text of a page to someone, but very few people build with this in mind.

For the deaf, I don't think websites matter (if it's informational) in that there really shouldn't be any music or noises on a site anyway. The only time you should have noise is if it's required as part of a marketing plan to make a sale. Beyond that, music and sounds do not belong on standard websites.
 
I tend to agree with Conor for the majority of sites, but the popularity of programs like SitePal are proof that video and audio can enhance your marketing efforts.
 
Well, There many more opportunities for such a person than internet, which requires both the senses. Hope no one is such a situation
