Key Points of Host:

------------ 4.x - 76.91 server load with an average of 12.x
------------ Repeated MySQL Error (To many connects error)
------------ Unable to load cPanel
------------ Unable to load phpMyAdmin (To many connections)
------------ Customer service quick to respond (online)
------------ Customer service offers no resolve
------------ Jumpline.com offline (To many connections)
------------ Non monthly revolving bandwidth monitoring, but rather account accumulating

My expectations:

------------ Reasonable server load (not perfect, but reasonable)
------------ Easy access to cPanel or other control panel
------------ Quick and friendly customer service
------------ Customer service which will resolve issues (or at least make a valid attempt & not brush me off with a "script" response)
------------ An agreeable Terms of Service for possible mild adult content (limited, not porn)
------------ An acceptable budget
------------ Able to save small attachments on file server, rather then having them be stored in PHP. Thus improving site load time, back ups, and less server resources.


My current resources:


------------ 1 Database (MySQL) (1 more is optional for test site)
------------ Space currently using: -- 75 MB
------------ Current monthly bandwidth: -- 11 GB

------ Currently using:
---- vBulletin with only 30 active members (was originally using phpBB & Word Press)
----- Optimizer to prevent & lower resource use on MySQL & PHP (over all lower server resources) & improve load time.
---- Manually backing up using FTP & MySQL Dumper


Full Commentary Review:

As hobby (not a business) I run a small online discussion forum. Community members are free to openly discuss and express themselves openly & freely on a wide range of topics, without the fear of censorship (provided content is legal).

We currently have a small user base, but would suspect that to change in time (no rush or sudden growth).

Jumpline.com seemed to offer all the features I was looking for with a little extra to grow.

I do understand that most (if not all) web hosting providers do "over sell" a little. But provided that they can deliver on their basic needs, I do not have much of a problem with this.

I use to work with web hosting, so I understand that shared hosting is not always idea or perfect, but I felt (still do) that my current needs are not much & I am only looking to run things on a budget.

With their promotion I signed up for their 1 year hosting plan. Sadly with their continued higher then normal server load, continued & repeated down time (including their own site), and with no resolve in sight & all my pre-sale questions seemly to have been given lies as answers... I have begun yet again to seek another hosting providing.

Upon wanting to cancel my services, Jumpline.com told me that would NOT be possible. They "claimed" that their policy only allows you to cancel 1 month before your next due date (since I joined for 1 years worth of services). I also wanted a refund, as I had only been with them for 3 months, this was also explained to me as not possible..... Further more, I was told over the phone that they've updated their user policy (so they claimed) & could bill me 2 months early. So it was a good chance that I'd be billed for a 2nd year, before being able to cancel & I doubt they'd refund this either.

I have since then canceled my Visa associated with them, to prevent further billing for service I do not want & they refuse to cancel

I've seen far to many host attempt to play "coy" after a review, so I'm backing it up with screen shots & am willing to forward ticket replies upon request.

Took a few minutes to read through all the attachments. Sounds like they're desperate for money.
 
It seems unfortunate that individuals get entangled with such providers, and even more unfortunate that this seems to be an increasing within the industry. Personally I could have only recommended that you had read the terms of service prior to entering into a contract with them, though hindsight is a wonderful thing.

As they appear to be US based I cannot advise on your consumer rights as I suspect there will be differences from those here in the UK, but I'm sure someone will fill in those blanks and advise on the action you can take.

Their emails/correspondence are clearly unprofessional especially with the bad English and lack of a formal approach. Perhaps publicly naming and shaming the provider as you have may warn future customers and potentially force their hand into an arrangement such that you will receive your refund (we can always be optimistic).

Now that sort of policy is just unfair. If no refund is provided anyway, why not cancel the account early? The only similar situation I've encountered was with Fatcow, where they registered my cancelling request but left the account working. They assured me however that the account will be closed and I won't be charged for a renewal, which seemed somewhat fair, even though my mind still wasn't 100% at rest.
 
I suspected they were over sold. I have a reseller account with them and I noticed that the site runs very slow. I had put my order form for my web hosting on one of the sites there and it took forever to load. I moved it to a VPS that I have and it was FAST. I've been talking with another provider to host my VPS's. Jumplines tech support is fast, but not very knowledgable. When I couldn't set up quotas on the VPS I have with them I asked support if they have second level quotas turned on. I doubt they even knew what it was and they kept telling me to use edquota. Finally when I showed them the results of my SSH session they moved it up to level 2 support for the smarter people to look at and they apologized and said they did not turn on level 2 quotas. I told them when I have my sites moved off there I will notify them.
 
Sorry to hear your bad experience with them, but thank you very much for the detailed review and screenshots.

It's important that people post reviews of companies like these that they have received poor quality service from, so others won't make the same mistake.

Hopefully your next host will do a better job!
