i was interested until i went to order and had to agree to the abuse agreement

If you abuse the VPS in any form, we will terminate your service. ( eg: Getting our VPS IP Blacklisted, Spam, DDOS Attacks)

a client on the server could be the problem of getting the server IP blacklisted or sending spam, so in this case it would be best suspending the VPS or the offending account until the VPS owner can investigate and take action.

we have had spam sent from our server in the p[ast and our upstream provider suspended the account let us know and then we took the action of terminating that particular account.

regarding DDOS attacks. you cannot blame any account holder or server owner for these as they are not responsible for the attacks.
