Google treats subdomains as their own sites. So starting out, you'll have a ZERO pagerank on a subdomain.

Rather than doing something like that, if you have an established site that is already being indexed (and liked) by google, then using folders would be a better option.

For example, the "blog.handsonwebhosting.com" domain has a 0 rank (it's pretty new), but handsonwebhosting.com has a rank of 4.

You should only use a subdomain if needed to seperate your site or for a completely different theme to your site. If it's the same layout and same information related to your domain name, you should be using folders in order to keep your pagerank and authority higher.
That is very good to know. But I knew about the passing of PageRank. I already have a good practice of making relevant URLs (domain, folder and filenames).

Do not use sub domains, I would suggest just using trailing backslashes for seo helps alot

But how about this: using a completely different domain or a subdomain (topics are related with domain site) for a new site? I just want to hear your best practises.

This is done constantly on the web. You can create multiple sites and then link them to one another in a circle. A -> B -> C -> D -> E

You normally don't want to do an A <-> B setup or linking all sites to each other.

You also want to setup the domains under different Class C locations so they really do appear to be different sites linking back.

This borders on the line of BlackHat SEO or GreySEO as you are legitamately tricking a search engine into better rankings, but tricking none the less

It's done every day by many places, but personally I stay away from the dark side for most things

For each sub domain, you will have to do a lot of SEO, each subdomain has different PR and is treated as different website by Google

Yes, non-reciprocal linking (A -> B -> C -> D -> E) is much better than reciprocal because reciprocal if done consistently throughout the sites you own is considered a link farm. And as for the Grey SEO, I can conclude that almost everything we do falls under there.

And as for the domain with different C block:
Not all hosting companies will allow you to pick amongst different IP addresses. Instead you receive it randomly when adding a domain.
