- at least 1GB RAM
- OS Debian or CentOS
- 24x7 PHONE technical support

Scanya, there are a a couple of Canadian-based providers that I know offer VPS:

www.vpsville.ca (DC in Toronto, but not enough guaranteed RAM)

http://iweb.com/dedicated/budget-servers/ (while its not a VPS, price-wise its great and you get the whole dedicated server for $69/mo - less than what you'll get a VPS with 1GB RAM) DCs in Canada

The hosts here can't recommend services or advertise their offerings.

I'd suggest having a look around the VPS offers board. You may find some hosts there that suit your needs.

Server Tag is also a good host in Canada. I used them a while back for personal projects and it was a good company all around.

I am afraid where are you looking, there are plenty of good VPS providers with data centers in canada
