You won't get a discount without giving some money to begin.. so just start reselling a place you want that has one, and then as you get more servers, you'll get more discount

Maybe instead of a reseller program you look at affiliate type program where you get a recurring monthly check.
There's many out there that give you a one time payout (theplanet, singlehop, liquidweb, etc etc), but really what you want is the recurring payment (or combination of both).
Which is better - $100 (one time payout) or 10% of $400 each month. Granted, if you're looking to make the money and run, then a single payout system is better - but MOST people stick with dedicated providers for quite some time.

It's going to be hard to find a a reseller that offers ongoing commision, most are 1x payments.

We're ongoing. There's a number of dedicated places out there that pay out each month.
Edit: not sure if that's promotion or not - Artashes and mods, please review and delete if necessary.

I really recommend not going the reselling route but instead the affiliate route.
I tried MyHostingAffiliates and for every client I got what they pay per month for the first few months. The payout is more rewarding and less stress on you.
Reselling is so 2005 if you ask me.

I think that you'd better post a specific requirements. This should help HD members to make various suggestions about the hardware, software, support, SLA, pricing, etc.

Usually reseller programs start with either an investment or you pay regular fee for the first 2-3~ servers and then you're provided with discounts afterwards.

Burst.net has the most competitive reseller program in the industry and their servers are priced so well, they practically sell themselves. That being said, they are a budget provider, and prepare yourself with what comes with that. Servers can sell out quickly when there is a spike in demand, which can cause delays in setup times. The low cost also means low overhead, which means less employees. This can result in support delays during very busy times. This isn't targeted at Burst per se, but reselling any budget provider. If you want to sell budget servers, I highly recommend Burst.
